Funches Fire

As noted, Blogmaster occasionally responds to reader comments left in the post sections. The Funches fire, which occurred in the 11 pm hour of 24 September 2004, left the reverand funches 3 children, plus a fourth child, dead. The reverand and his wife were not home at the time and the fire appears to have been ruled accidental. A tragic, unfortunate occurance for which Blogmaster and many others were very sorry about. Many of us attended the funerals and donated to the funches memorial fund set up at US bank, even though the finger pointing had already begun and settled on oemc. And unlike many in the community, and outside of it, few of us questioned the circumstances in which those children were alone in the house without their parents at that time of the night.

That is because almost immediately after the fire, the blame game started. According to published reports, several witnesses claim to have called 911 about the fire, only to be laughed at, hung up upon, or left hanging because no operator ever answered. The city, investigating such claims, has publicly identified 19 incoming 911 calls regarding the fire beginning at 11:25pm and ending at 11:27 pm. City records allegedly indicate that cfd was on the scene of the fire within 3 minutes of receiving the first call. An official city inquiry into the funches claims of non response indicate that one call, handled by an oemc fire calltaker, was not properly processed and that said calltaker did indeed hang up on caller, classifying that call as a child prank. The calltaker was put on paid administrative leave and the city has contended that because the improperly processed call was the THIRD call about the fire, cfd had already been dispatched and that this particular call had no bearing on response time. As a result of these allegations, and other purported evidence, the funches retained counsel and sued the city. Blogmasters sources reveal that several former and present oemc/city suits were deposed, interviewed, and/or subpoenaed regarding this incident, including ibew local 21 business agent jerry rankins

The recap of these events now bring Blogmaster back to our dear reader and Blogmasters direct response to comments left in the post. Blogmaster is sure that the reader did not attempt a blanket indictment of the calltakers and dispatchers at oemc and honestly, Blogmaster believes it is a stretch for ANYONE to claim that the children died "as a result of poor staffing within the oemc and overworked, overstressed calltakers and dispatchers". The children died as a result of an accidental fire in their house, period, the cause of which cannot by any stetch of the imagination be linked back to oemc. However, dear reader, the point about understaffing is a valid one and it deserves to be addressed, especially because this site and other sources directly associated with oemc have been crying mismanagement and understaffing for a long, long time.

The question that really needs to be answered by the Funches is why those kids were left home alone. Was going to a church service more important than the safety of there children? and was this the first time or the forty-first time they left them home alone? I guess its just alot easier to blame the calltakers and the dispatchers at the oemc. They dont deserve a dime from the city, but maybe some tiem in the county for child neglect.

You know the end of the story is the children are dead. There is no manual how to raise kids. People do what they think (for the most part) is correct. I don't agree with their babysitting schedule, but their crosses are way heavier than mine and I wouldn't trade it. The family is going to have to live with what at the time was a good decision that ended up with a tragic ending. Let's leave them alone, they're greiving and now they have a below par attorney representing them.

I do grieve for the deaths of the Funches children, but the parents are failing to take responsibility. They want to put the blame on us at OEMC. They, and the media want to get the world to believe that "if it weren't for the horrible 9-1-1 system in Chicago our children would still be alive". The world needs to learn that sometimes IT IS YOUR FAULT! If you order a hot coffee at a drive thru and then set said cup between your legs as you drive away and the lid pops off and hot coffee scalds your thighs, the restaurant is not to blame because they didn't have a lable on the cup saying it was hot! What the fuck happened to common sense. If you do not maitain things in your home, if you leave candles burning when you go out, if you leave your children alone, TRAGIC THINGS CAN OCCUR. The blame, or at least the great majority of it then rests with you, and not the fire department because they never told you that candles can cause a fire, not with the police because they never told you that having a loaded gun in a house with kids can have horrible consequences, and not with 9-1-1 because we did not sense a disturbance in the Force and dispatch the proper agency before the house burned to the ground. God keep the sould of those poor children and may they have eternal rest, but Mom and Dad, I hope you will see the light of personal responsibility and accept that you made a poor choice that September night.

Leave them alone.. Why? , they need to accept that they made a mistake not the oemc. Stop blaming us for the tragic loss of thier children Stop trying to get paid for the loss of those children.They need to stand in front of a mirror and take a look at those they need to blame.

You insensitive ass jerk! I don't think your entire family perished in a fire. It's no one's fault, it's just a tragic thing that happened to that family. Unfortunately the unprofessional and racist fire call taker got dinged for it and rightly so. What makes you think that you ever supported this family, oh I see they were a black family in a black community and you figured you were supporting them (typical racist remark) If you don't have compassion for people, "all people" then you are in the wrong line of work. It's people like you that give 911 a bad name.

Dear Sir or Madam,

My name is Dan Biederman. I am an attorney in Chicago and I currently represent the Rev. Dwayne Funches and his wife, Emily. The Funches are West Side residents who lost three children and one godchild in a fire at their home in September, 2004.

Shortly after the fire, many of the Funches’s neighbors said that they called 9-1-1 to report the fire, but several callers were hung-up on, while other calls were never answered. As a result of these allegations, the Funches filed suit against the City of Chicago.

Throughout the litigation, it has become apparent that the Funches’ children and godchild died as a result of poor staffing within the OEMC and overworked, overstressed calltakers and dispatchers.

Since the lawsuit was filed nearly three years ago, the City has been incredibly uncooperative in giving truthful answers and producing relevant documents that relate to the Funches fire. For instance, the City destroyed all but 19 of the calls from September 24, 2004 – the day of the fire – despite the fact that there was a court order protecting these calls.

Because the City has been so uncooperative, I am now forced to turn to other sources for information. I came across this blog recently and have been fascinated by what I’ve been reading. Would you or anyone you know at OEMC be willing to step forward and speak with me regarding OEMC? I have many questions the City will not answer.

For instance, I received two letters from an anonymous source regarding severe staffing problems that existed at OEMC just months before the Funches fire.

One of the letters was from Vicki Wilson, the former Managing Deputy Director of Administrative Services at OEMC. Ms. Wilson’s letter, dated February 2, 2004, addressed severe staffing problems at OEMC. However, the name of the person to whom the letter was addressed was redacted. I submitted a request that the City tell me who the person is, but they said they did not know. I also asked Ms. Wilson about this letter at her deposition, but she said she couldn’t recall whom she sent the letter to, and she said that she destroyed the letter after leaving OEMC in May, 2004.

The other letter I received was dated June 24, 2004. This letter also addressed severe staffing problems at OEMC. However, the author’s name at the bottom of the letter was redacted.
