Priorities and Policy

Smoke and mirrors. That is an apt description of the city's approach to police work, homeland security, and emergency operations, despite the best efforts of the men and women who actually do the dirty work known generically as "public safety". In chicago, emergency operations are critically under resourced and woefully mismanaged. Yet the spin that comes from city hall, madison street, and headquarters appears to provide citizens with inflated expectations and unrealistic notions about what the city, oemc, and cpd can actually provide during times of crisis, collectively or to one's immediate well being at any given time.

The oemc/cpd "priority" system for processing 911 calls and categorizing by them in order of importance is an integral part of the smoke and mirror phenomenon. Of necessity, incoming calls are assigned a "priority" to determine the order in which they will be dispatched for servicing by a field unit. These priorities are predetermined by criteria set forth by cpd and stress preserving life over property and the maintenance of public order/safety. The priority system exists, of course, because there are simply not enough field units to respond to every single call for service immediately. As a result, alot of people just have to wait and herein lies the problem: no one wants to wait. In fact, almost nobody ever believes that their call is not the most urgent, most important call anyone took all year.

And believe it, folks, calltakers have heard it all: "I pay taxes" "I pay your salary" "the police station is right around the corner" "what do I have to be dead for you to come?" "oh after someone is killed are you gonna show up?" "I bet you would come if we were ____" (insert race, gender, neighborhood). This type of animosity, Blogmaster believes is partly the result of the aforementioned spin coming from these agencies that do nothing--NOTHING--to lessen the expectations of callers. Everyone it seems, is entitled to cpd right now. Beat meetings, community forums, and other public events promote this misguided notion by reinforcing the idea of calling 911 for everything and pass the buck between agencies (cpd blames oemc; oemc blames cpd; cfd, s&s, cta are all at fault for this or for that etc.) but never stating the obvious fact that high demand for services far exceeds the ability to provide services. And Blogmaster would bet the average citizen in this city has no idea--none--how their calls are processed and prioritized.

The suits have this game down to a science. Promise everything to everyone all the time, sound credible and look good while saying it, and then blame everyone else when the pyramid crumbles. Divert the money--millions and millions of dollars--which COULD provide additional resources. Provide jobs and contracts for friends and cronies, most of whom are not qualified, and line one's own pockets via kickbacks and under the table deals. Smoke and mirrors folks.

This is a little off topic, but it's been about a year since MK stepped down and RS became the DD. How is RS doing? Are things better on the various Watches?

To be honest, RS has been OK. He speads his time tormenting Managers and Supervisors and leaves us alone. What is up with him wearing jeans 3 and 4 times a week??? If it is OK for the Deputy why isn't it OK for us????
Has anyone else noticed the parade of former secretaries making trips to the 4th floor? What's up with that?

Some of you seem to believe things are better under RS, tell us all what has gotten better? Aren't people still getting suspended over nonsense, overtime rules change every week, the parking lot issue is worse than ever,we're still extremely understaffed, and now for the 2nd watch furlough extensions are just a memory, So tell us, what had chaged?, what has gotten better?

see - - again you don't get it. They don't care about us - period. The only thing that has changed is that things are better for RS. He still swaggers around the floor every day at 1630 hrs in his "outfits" pandering to any woman who will give him the time of day. He knows what our problems are and has not even addressed the chair issuse - how hard would that be. Nope - RS only cares about one thing and that is RS.

The leaded suspensions are coming from Ruiz. The parking lot there was an effort there to keep only workers in the lot and outsiders on the street. The parking lot is going to be redone in parts come springtime, esp around the handicap side where it's sinking. The 5 day extensions, if you got denied, go speak to RS, he can over ride Wm KB and remind of his rollcall speech of the need to have time off from this building and to be able to enjoy furlough. Besides it is past practice the 5 day extension apparently KB forgot that.

Do you honestly think that KB entered that notice about the denial of 5 day furlough extensions WITHOUT the knowledge of RS? That man knows about everything that KB does, sometimes before KB knows it herself. Read into that statement.

If you believe he didn't know of her decision to put that notice in the CO book, I have some oceanfront property in Arizona to sell to you. Cheap!

He doesn't know everything she is doing til someone tells him in some cases. Kb believes she is far more intelligent than RS and I do believe is capable of making decisions without going through RS. Don't get me wrong I don't agree with alot of things RS does, but to compare him with Keating !!! My how quickly we forget the misery that surrounded her. I would take RS tenfold over Keating any day.

There's some lead in the RS Pencil too. I hear that an employee got a 15 day suspension for tardiness to roll call and it was RS who made the call. Of course this gal is notorious for being late so she deserved to take a hit but 15dys is a lot of hit. he also seems to bringing back some of the MK policy of pestering people for doctor's slips which the union said they were going to stop and he opposed the JA approved agreement of senority overtime. And everybody knows he has his favorites who are untouchable. I don't see much difference between him and MK. Even MK didn't mess with senority OT and she came up with the sign up sheet that guaranteed seniority would be followed. MK was a tyrant, but so is this guy. The style may differ but the substance is much the same.

rs walked around the floor when he first got promoted and promised to do things differently. he also told us to e-mail him any glitches in the system and he would personally make sure they were fixed. going on 1yr now that the radios on the zone are getting interference constantly and sometimes in the middle of an emergency.....going on 1yr now that when a car clears and he has a stack it stays at the bottom where some of the other zones it goes to the top where you can see it like it should......going on a year now that when you put an address in it comes to the wrong district.....going on a year now that the keyboard at my console has a mind of its own and i can be typing away and the cursor shows on the command line but nothing is typing, then when i try to fix it it gets stuck.
these are things that he has personally come over to the console taken the info down and promised to get fixed, because things should work effectively and efficiently! and since he has been promoted and taken the info and promised to have it taken care of .......nothing has changed !
things in that building are old, dirty and disgusting....but the pay is decent, the vacations are great and i love my job...so therefore i stay and i grin and bear it !

Woman calls 911 and reports irate ex-b'friend in the apt. in Englewood.

Police arrive, and the woman is dead shot through the chest, the current b'friend is shot multiple in a bedroom.

Not sure from the article where the ex-b'friend is, or if anybody would have recognized him even if he was standing at the front door.

As much as people complain about the priorities, this is an example as to why domestics are generically prioritized 1A

IF THEY CAN'T DO THAT HOW DO YOU EXPECT
ANYTHING TO GET FIXED???? THEY CANNOT DESIGN A WORKING SYSTEM FOR FIXING BROKEN CHAIRS!!!! TWO OR THREE OF THE DUMBER PCO'S COULD FIGURE OUT A BETTER WAY BUT NONE OF THE MANAGEMENT WANTS TO SHARE THE LIMELIGHT OR RISK HAVING THE SPOTLIGHT SHINE ON THEIR LACK OF IMAGINATION. THEY CANNOT DESIGN A WORKING SYSTEM FOR FIXING BROKEN

you want to know why the policy is messed up? no one has the balls to get some tough love with the residents and tell them to grow up and do not rely on the police to deal with your problems. when your six year old is disrespectful and out of control it is not the job of the police to control your child. when your mate will not give you back your car keys,it is time to be a grown up and deal with your mate and not rely on the police. working on the west side i can cite countless of examples of call after call of things that are not police matters but grown people who are not adult enough to handle your own problems. i also find it amazing how oemc brain dead supervisors are so afraid to tell anyone that your 6 year old being out of control is your problem but yet will whine about certain areas being in a backlog. the way you can solve the backlog is to only send the police on criminal matters not i want you to check on my relative because im too god damn lazy to check on him or the gas station worker gave me the wrong amount of change etc etc.
